Convicted thief “LEO” appeals

"I Believe" we now know why the King is so reluctant to FIRE his lapdog Leo.  Perhaps they are attempting to redefine the meaning of the arbitrator’s decision, allowing the city to FIRE Leo in the event that he was convicted, and he WAS.

On May 15, 2014 Leo was found GUILTY of theft by unlawful taking!

And back in January the arbitrator, former Luzerne County Judge Lewis Wetzel said "Anything other than a full acquittal is ground for termination,"

Yet Leo is still the city’s exclusive tower, yes, yes he is suspended, however if, and I know it’s a BIG if, but, if he is acquitted upon appeal, is that ground for his main squeeze (King Lie-A-Ton) to reinstate his ring of corruption, and even offer loss of wages to poor Leo’s claim to fame?
